Norfolk Island Workers Compensation
The Australian Government is continuing to progress the transition of the Norfolk Island Workers’ Compensation Scheme to new arrangements, with a tender process to secure a new provider planned to commence in November.
The changes to delivery of workers compensation are being made in response to information from the Norfolk Island Regional Council that there could be a conflict of interest should it continue to deliver the service into the future. The conflict arises as the Council is the largest employer on the Island.
The Department is currently preparing to go to market next month for a new provider. The tender process will seek submissions for a workers’ compensation service provider that will administer the Scheme, providing claims management services to injured employees, and also collecting membership levies from employers.
The new arrangements are anticipated to commence from 1 July 2020.
Some amendments to the Employment Act 1988 (NI) and the Employment Regulations 1991(NI) will be required to allow a new service provider to administer the Scheme and improve how it is delivered. These amendments are likely to be made in early 2020.
As previously advised, the current membership levy paid by Scheme members will also remain unchanged.
The Department and Council will work together closely to minimise any disruptions to active claims during transition. All employees with an active claim will be notified well in advance of any changes likely to affect them.
